Under the new Administration, the mission of the Federal government has expanded. At the same time, the Administration has expressed a desire to reduce the use of contractors. Contractors have historically provided important goods and services to government. How can the government meet its growing responsibilities without increasing personnel or contracts?

Today, government executives have to manage a multi-sector workforce and strike the right balance between government capacity and contractor expertise. What is required to create a successful generation of managers who can effectively direct this multi-sector workforce?

This Dialogue will provide attendees with the opportunity to share ideas, to debate and to explore the issue at hand. Topics will include the direction of the new Administration, the effective management of insourcing vs. outsourcing and the challenges with retaining a mission critical government workforce. The overall focus of this session will be the new face of the multi-sector workforce.

21st Century Hiring Tools: Utilizing Innovative Assessment Techniques to Recruit Talent

The federal hiring process, often perceived as lengthy and exhaustive, has renewed the emphasis on hiring reform through the U.S. Office of Personnel Management (OPM) and the U.S. Office of Management and Budget (OMB). OPM has already developed steps to improve the process from the applicant’s perspective, but there is also interest in utilizing improved assessment tools to identify the best candidate for the job. With unemployment rising and the increasing availability of federal government jobs, agencies have experienced a huge surge of applicants. Beyond the dilemma of managing this surge is the age-old question: How do I know I hired the right person for the job?

What is some of the latest thinking around assessing talent? This Dialogue will allow attendees the opportunity to share ideas, debate and explore the problem at hand, and connect these issues to mission accomplishment. Topics will include the latest assessment methods and tools in the market today, and the best ways to efficiently and effectively assess candidates. The overall focus of this session will be to provide ideas on how to ensure your organization gets the right employees it needs to hit the ground running.

Recruiting and Hiring Tomorrow’s Federal Workforce: Expectations and Demands of the Next Generation of Public Servants

The federal government is the largest employer in the United States. However, the government is just starting to explore new methods to attract a new generation of workers—workers who come with a unique set of experiences and expectations. While the government as a whole is only now using new recruitment methods, there are a few agencies that are leading the way in the utilization of new media marketing tools to attract young people into federal service. This session will discuss both recruiting methods, including the use of technology and social media tools, and the overall hiring process itself, which some critics have argued is both slow and cumbersome. The overall focus of the session will be to define how the federal government can enhance its ability to recruit the next generation of public servants.

Harnessing Technology and the New Workforce to Improve Performance

Presented by: Anthony D. Williams, Internationally-acclaimed speaker and co-author of the international bestseller Wikinomics: How Mass Collaboration Changes Everything (Portfolio 2007)

Anthony Williams has lectured and written extensively about the impact of new technologies on business, government and society. He is an international thought-leader in transparency, collaboration, technological innovation and intellectual property and a strategic advisor to fortune 500 firms, governments and international organizations such as the World Bank.

Founder and CEO of the Toronto-based firm Anthony D. Williams Consulting, Anthony was recently named Senior Fellow at nGenera Insight, where he led a global investigation into the impact of Web 2.0 and wikinomics on the future of governance and democracy.

Anthony holds a Masters in Research in Political Science from the London School of Economics, where he graduated with Distinction and is a Ph.D. candidate in the Department of Government. Anthony is currently writing the follow-up book to Wikinomics due out in early 2010.
